Minimum age
You must be at least 13 years old (or 14 KR/ES, 15 FR/CZ, 16 in EU GDPR-default and DE/IE/NL/IT/HU/LU/PL/SK/LT, or any higher local minimum). Live broadcasting, gifting, mystery boxes and monetisation require 18+. We use age signals (declared DOB, behavioural signals, AI age estimation, and — where required by law — third-party age assurance) consistent with the UK Age-Appropriate Design Code, the EU DSA, the Online Safety Act 2023 (UK), California SB 976, Utah Social Media Regulation Act, Australia eSafety codes, and India IT Rules 2021.
Child safety — zero tolerance
CSAM is removed on detection, the account is permanently banned, devices are blocked where lawful, and the matter is reported to: NCMEC CyberTipline (USA), IWF (UK), Film and Publication Board / SAPS FCS (South Africa), AFP-led ACCCE (Australia), INHOPE network members worldwide. We use hash-matching (PhotoDNA, CSAI Match, Take It Down, StopNCII.org for non-consensual intimate imagery) and trained human review. Grooming, sexualised role-play involving minors, and child-sexualised AI-generated content are equally banned.
Illegal-content duties (UK OSA / EU DSA)
We perform risk assessments for illegal content (terrorism, CSEA, harassment, fraud, intimate-image abuse) and content harmful to children, take proportionate measures, and publish a transparency report annually. EU users can submit notices via the in-app Report flow or to dsa@thumber.app. We provide a statement of reasons for content actions and the right to internal complaint and out-of-court settlement (DSA Art. 21).
Livestream safety
Streams are subject to AI moderation and may be sampled by trained reviewers. Hosts must obtain consent from any identifiable third party on stream. We disallow streams from places where filming is restricted (changing rooms, schools, hospitals, places of worship without consent). Suspected risk-to-life situations are escalated immediately and may be shared with emergency services under our vital-interests legal basis.
Minors & addictive design (CA SB 976 / UT / NY SAFE)
For accounts identified as minors we disable: personalised "for-you" feeds without verifiable parental consent, push notifications at night, autoplay of unknown-creator content, direct messages from non-followed adults, livestream gifting receipt, and ad personalisation.

Parents & guardians
If you believe a minor is using Thumber without consent, email safety@thumber.app with proof of guardianship and we will remove the account within 72 hours (24 hours where the minor is at imminent risk).
